It comes down to the structure, not the surface. If the framing, footings, and ledger connection are still sound and it is really just the decking boards or railing that are worn, a resurface can make sense. But if there is rot in the frame, undersized or failing footings, or a compromised ledger where the deck meets the house, that is a structural problem a new surface will not fix, and replacement is the honest answer.

Sometimes, but only if the substructure underneath is genuinely sound, since new boards on a weak or rotted frame just hide the problem instead of fixing it. We inspect the framing, footings, and ledger attachment before recommending a resurface, because the ledger connection is one of the leading causes of deck failures and it is not something we will build over without checking.

Soft or spongy spots in the decking, visible rot or splitting in the framing underneath, rust or corrosion at connection points, and any looseness where the deck attaches to the house are all signs the problem is structural. Surface graying, minor board warping, or an outdated railing style are cosmetic issues that a resurface can usually fix.

It depends on scope. Resurfacing boards on a sound structure often does not require a full permit, but any work touching the framing, footings, or the ledger connection typically does, since that is structural work with real safety implications.
